If English is not your birth/native language, you will need to demonstrate English proficiency at a graduate level.
This requirement also applies to applicants who are citizens or long-term residents of English-speaking countries, or who have attended English-speaking universities and colleges.
Proficiency is usually demonstrated through a TOEFL score.
